You should utilize dimensional analysis to answer these questions. When using dimensional analysis, the units must cancel until you get the unit you need.
1. 14cm to meters.

2. 31g to mg
[tex] \frac{31 g}{1} *\frac{1000 mg}{1 g} = 31000 mg [/tex]
3. 116.5m to km

4. 285.9 cm to km
