That's pretty bad typesetting, let's assume it reads

[tex] 7 < \dfrac t 3+ 9[/tex]

Subtracting 9 from both sides,

[tex]-2 < \dfrac t 3[/tex]

Multiplying both sides by three doesn't flip the inequality because it's positive:

[tex]-6 < t[/tex]

We can write this

[tex]t > -6[/tex]

Answer: t > -6
