Well, to find the hypotenuse of the small triangle (or part of the perimeter of the parallelogram), you would have to see the measurements of a 30-60-90 triangle. So, the hypotenuse is always 2x, and the side you have is x, but the one you want to find is x times the square root of 3. So, what we do now is multiply your x, which is 2 and multiply it by the square root of 3. Which is simply 2√3. Now that you have that measurement, you can easily solve for the perimeter as follows.

((2√3)*(2))+(9+2)*2

4√3+22 is the answer boyyyy :)
