Inconsistent.
Unlike some goods, services are rarely standardized in the way apples can be of the same type or teddy bears are the same dimension. Therefore the quality of services may differ, some better, some worse.

Greer decision is related to the fact that quality of services is inconsistent/variable. When there is a service such as getting your nails done, there can be inconsistency with the work due to human error. Not everything done by a human is perfect and typically varies each time the work is completed. There are six types of service characterstics and they are: lack of ownership, intangibility, inseparability, variability, perishability, and user participaton. In this scenario, variability is the best characteristic to describe the inconsistency of Greer's manicure.
