I believe the answer is: rehabilitation / hard labour

The juvenile court only take care of misbehaviour that is made by underage individuals. This teenagers would most likely do their misbehaviour due to lack of guidance from the parents. Because of this, the latest period focused on changing their view through hard labour and discipline rather than punishment.
