From the vertex (-5,-2) we know

[tex]y= a (x + 5)^2 -2[/tex]

We solve for a by substituing our other point, (-4,2),

[tex]2 = a(-4+5)^2 - 2[/tex]

[tex]4 = a[/tex]

a=4 is our answer but we can multiply this out if we care to.

[tex]y = 4(x+5)^2 -2 = 4(x^2 + 10x + 25) -2 = 4x^2 + 40x +98[/tex]

Answer: B. 4
