Since both fractions are negative, the answer will be negative.

Change both fractions so that they have a common denominator: 10

$\frac{3 \times 2}{5 \times 2} = \frac{6}{10}$

$\frac{8 \times 5}{2 \times 5} = \frac{40}{10}$

Add the fractions:

$\frac{6}{10} + \frac{40}{10} = 4 \frac{6 \div 2}{10 \div 2} =4 \frac{3}{5}$

Add the negative sign:

$4 \frac{3}{5} = -4 \frac{3}{5}$

That means your answer is 4 3/5
