Average rate of change is also known as the slope.  If we look at the x values of 2 and 4, the population for the deer is the same number.  In rise over run, that would be (8.5-8.5)/(4-2) which is 0/2 or 0.  There is no change over that interval.  The other question is asking us to find the first x value in that interval where the slope is -300.  Year 5 has a deer population of 700, so fitting that into the slope formula we have [tex] \frac{100-700}{7-5}= \frac{-600}{2} =-300 [/tex].  The first x value for that interval is 5.  Your empty boxes will have 0 and 5 as your answers.
