Augustin de Iturbide was able to declare independence from Spain while also proclaiming himself emperor in part because he came from a family of peninsulares. he had started the independence movement. that was the type of government the Spanish colonists were used to. he deserved the title after his leadership in the battle for independence.

Actually there was a conflict that occurred after their triumph.  Congress wanted all three branches of government under their control.  Apart from that, they wanted to lower the salaries of soldiers and that had a potential for conflict.  It was unclear that he wanted to be emperor or it was forced on him, but eventually he became emperor.
