D. Establishing and paying for the armed forces
The United States Congress is not the Commander-in-chief. The House of Representatives is the larger of the two chambers of the United States' Congress. Each state has at least two representatives in the House of Representatives. Congress is the legislative arm of the United States' government. This means that they sign suggestions made by the committees and subcommittees into law. Congress is also responsible for ensuring that the laws are enforced by the states belonging to the United States of America.
