This is just a little hard to read. It looks like the 2/3 is raised to a power. It's really not given the choices of your answers. You treat the two powers as multiplication. So you would do it like this
[tex]\dfrac{2}{3}*\dfrac{4}{1} [/tex]
Notice what you did to the 4. You put a 1 under it so that numerator can be multiplied by numerator and denominator can be multiplied by denominator.
[tex] \dfrac{2*4}{3*1} [/tex]
The result is 8/3
