6 looks good but it won't work. The problem is that x / 6 = 1 if x = 6. Try it and see.

70% = 70/100 = 0.70 So whatever you use for x must give a result less than 0.7

So will five work? 5 / 6 = 0.8333. That's still too big. How about 4

4/6  = 2/3 = 0.666666667
 That would work but does it work for 2/x
