While people do form informal relationships, that makes those people gossip and be termed to be a part of that workspace. Gossiping often results in a loss of morale and trust between staff and higher authority.

That leads to discarded effort and decreased productivity. Employee concern has increased as a result of rumors spreading without clear information about what is true and what is not, which created confusion and sometimes havoc.
