The correct answer is d. The spoils system would sometimes replace efficient workers with inexperienced ones. 
I did the some research so the thing is that when a election is over and when the candidate wins the election any person who was supporting the candidate gets appointed to a government official. So I would say the answer would be option D "Sometimes efficient hard workers were replaced with inexperienced." Since how any person that supported the candidate would be appointed a government official. So, a supporter could and most likely would be inexperience and the hard worker who was in office would be replaced with a new.
