Those places will contain a large amount of people, or in their eyes a large amount of victims or targets. They think they’ll be able to conflict injury, or kill more people when the people are in a large group. Hence 9/11. The twin towers contained a very large amount of people or as they saw it a large amount of victims to get their views across
