The Romans extended citizenship to those they conquered because they felt that would make the people feel like they were apart of the group. It helped the people to believe Roman Government and Army. They had a strong army. They allowed states to run their own businesses. They built roads to expand their towns so army could move quicker especially anyone who tried to cause problems.

The Roman established small kingdoms. The kingdoms were in charge of that area. Their military enforced the laws.
