Popular sovereignty was proposed as a way to decide the issue of slavery in the new territories. Under such a system, the local population would decide the slavery issue rather than Congress.
When America is getting mature, extra states are being added to the United States and the issue of Slavery becomes the major issue.
During 1850 the problem of Slavery came through as another issue. California was becoming a state and wanted to be a free state without any slavery.
States mainly Southern opposed this because if California becomes a slave-free state then there will be only 12 states left with slaves and there would be 13 slave-free states.
This would mean the Free States have the majority than the Slave States.
