Tradeoffs in the source selection process are not permitted
a. when all evaluation factors and significant subfactors and their importance are clearly stated in the contract.
b. when the tradeoff will be between cost/price factors and non-cost factors.
c. when it is in the best interest of the government to consider award to other than the lowest-priced offeror.
d. when a lowest price technically acceptable source selection process is used.
