You tie the rope around the Earth on the equator. On land you avoid all the high mountains. At sea the rope floats, it doesn't sink. The rope is tight, it doesn't have any slack in it. Then you insert ten extra meters of rope. This extra rope is distributed evenly around the Earth. The rope is then raised up evenly by forty million minions at the same time.
