How does Japan modernize?

A. Japanese government officials are going to visit Europe and the United States and watch/observe their industries (shipyards, factories, mills, plants, etc.)

B. The Meiji government decided to invest money in communication and transportation across Japan. The Meiji Japanese government "installed telegraph lines and laid thousands of miles of railroad track."

C. They created their navy after the model of the United States.

D. They created their navy after the model of Great Britain. The Meiji government "officials [of Japan] understood that a modern economy relied on [NEEDS to have] an educated workforce."

E. The Meiji government built neighborhoods and communities just like Europe and the United States.​
