There is no doubt that America's military presence in the Middle East has declined, if not brought about the fundamental strategic changes that some had hoped. U.S. policymakers are beginning to see the side effects of this military reduction, one of which happens to be the growing interest of Middle Eastern governments in the peaceful resolution of disputes.
